Kurzbeschreibung


Diese gemeinsame Projektgruppe, die sich aus den AGs Europa, Geldordnung und Wirtschaft rekrutiert hat, möchte durch das Aufbauen eines Informationsportals unter ESM und das organisieren mehrerer Podiumsdiskussionen jedem Interessierten ermöglichen, bei einem der bedeutensten Themen unserer Zeit mitdiskutieren zu können. Des weiteren soll eine gemeinsame, informierte und piratige Position ermittelt werden, die später als Grundlage weiteren Handelns genutzt werden kann.


Stellungnahme / Diskussionsgrundlage der Projektgruppe ESM


Dies ist eine Stellungnahme, die bezüglich der bevorstehenden Entscheidung zum ESM am 29.6.2012, von der Projektgruppe ESM diskutiert wurde. Sie stellt eine Diskussionsgrundlage dar. Kritik daran findet sich weiter unten. Falls du dieser Position bereits zustimmen kannst, unterschreibe bitte unten:


1. Der Europäische Stabilitätsmechanismus ("ESM") ist eine internationale Finanzorganisation, die zinsgünstige Milliarden-Kredite an schwächelnde Euro-Staaten vergeben soll. Beabsichtigt ist, ihn mit einer "Feuerkraft", in der Erstausstattung seines Kapitals inklusive Bareinlage, von 700 Mrd. € auszustatten. Ein Löwenanteil von 190 Mrd. € soll auf Deutschland entfallen. Der Gouverneursrat kann das Volumen jederzeit unbegrenzt ausweiten. Bei einer Ausweitung des ESM auf weitere Mitgliedsländer besteht die Gefahr, dass Deutschland seine Sperrminorität verliert, so dass in dringenden Fällen gegen Deutschlands Stimme Deutschlands Haftung erhöht werden kann.


2. Alle Geldströme unter den europäischen Rettungsschirmen, auch die des ESM, fließen nur scheinbar horizontal: Von Deutschland nach Griechenland, von den Niederlanden nach Portugal, von Finnland nach Spanien. Tatsächlich fließen sie vertikal: Von allen europäischen Ländern aufwärts an Versicherungen, Banken, Hedge-Fonds, Off-Shore-Operationen. Denn der ESM birgt Missbrauchspotential: Es besteht die Gefahr, dass nicht in erster Linie die Bevölkerung Europas profitiert, sondern die Eigentümer von Staatsanleihen. Diese haben inzwischen die Giftprodukte größtenteils wieder abgestoßen, so wie das in jeder anderen Finanzkrise nach immer demselben Grundmuster geschieht. Diese sind dabei, über die Institutionen von Global Governance (Troika) die Staaten abzubauen, die Systeme der Sozialen Sicherheit zu unterminieren, die Arbeitsmärkte weiter zu prekarisieren, den Bürgerinnen und Bürgern ihre Vermögen zu nehmen. Und dies in allen Ländern Europas – von Süd bis Nord, von Ost bis West. Und wegen dieser vertikalen Stoßrichtung, ist die Einführung einer Transferunion mit all ihren verschiedenen Bausteinen falsch. Sie ist kein Ausdruck der Solidarität zwischen den europäischen Nationalstaaten, sie eröffnet vielmehr die Möglichkeit der Ausplünderung der Bürger durch globale Finanzinstitutionen.


3. Der nächste Baustein in dieser Bedrohung unserer Rechts- und Finanzverfassung ist die geplante Etablierung des ESM. Es besteht die Gefahr, dass die Umverteilung von unten nach oben auf noch größere Füße gestellt wird, nach EFSF, LTRO ("Dicke Bertha") und Target-System. Es besteht die Gefahr, dass die verbliebenen demokratischen Rechte auf einen Restposten minimiert werden. Zudem verstößt er gegen fundamentale Rechtsprinzipien und Grundsätze einer demokratischen Staatsordnung. Denn durch die Übertragung von Rechten der Legislative an die Exekutive wird die Gewaltenteilung an dieser Stelle ausgehebelt.


4. Wir als Projektgruppe sehen Deutschland und Europa in einer ernsten Situation. Der ESM enthält zahlreiche Ermächtigungen, die eine Gefahr für die Demokratien in Europa darstellen. Als Piraten werden wir daher alle demokratischen und juristischen Mittel ausnutzen, um diesen Entwicklungen Einhalt zu gebieten: Gegen Kanzlerin und Finanzminister, die diese Weichenstellung in Brüssel vorantreiben. Gegen alle Fraktionsführungen, die ihren Abgeordneten eine Pro-Abstimmung vorgeben. Gegen alle Parlamentarier, die für den ESM zu stimmen beabsichtigen. Beschließen Bundestag und Bundesrat den ESM, werden wir die Rückabwicklung des ESM in der nächsten Legislaturperiode anstreben, um ihn durch eine geeignete Alternative zu ersetzen. Wenn die Vertretung der großen Mehrheit der Bevölkerung durch die Legislative nicht mehr gegeben ist, so kann nur noch der Souverän selbst entscheiden. In diesem Fall ist eine Volksabstimmung über den ESM auf Bundesebene geboten.


Wir Piraten sind pro-europäisch. Wir setzen uns für einen mit einer gemeinsamen Verfassung konstituierten, demokratischen europäischen Rechtsstaat ein (Offenbach, 2011). Kurzfristig machen wir uns für einen Finanzierungsmechanismus stark, welcher diesen demokratischen und den ökonomischen Anforderungen gerecht wird und sein Ende in der gemeinsamen europäischen Verfassung findet.

Earlier this month, an inmate in Texas was denied access to computers and an electronic messaging system because he ordered a copy of the information security handbook Hacking Exposed. Does simply ordering a copy of an information security handbook render an individual a threat to the safe, secure, and orderly operation of a federal prison? Almost certainly not.

New Trojan Spread Over Skype as Cat-and-Mouse Game Between Syrian Activists Government Hackers Continues

Since March of this year, EFF has reported extensively on the ongoing campaign to use social engineering to install surveillance software that spies on Syrian activists. Syrian opposition activists have been targeted using several Trojans, including one disguised as a Skype encryption tool, which covertly install spying software onto the infected computer, as well as a multitude of phishing attacks which steal YouTube and Facebook login credentials. The latest attack covertly installs a new remote access tool, Blackshades Remote Controller, whose capabilities include keystroke logging and remote screenshots.
